Plan, Perform, Perfect

The city of Charlottesville, VA is in the process of rolling out a performance management and measurement initiative. This initiative is managed by the Office of Budget and Performance Management and is called P3 within the city. It stands for "Plan, Perform, Perfect."


Here is how the city describes the initiative in their own budget report documents: P3: Plan, Perform, Perfect is the City's performance management and measurement initiative, designed to build on the City's internal capacity to develop (1) departmental strategic business plans, (2) a performance measurement and management system and (3) a means of reporting results to staff, City management, Council and the public, all of which will guide the organization towards intentional application of strategies and techniques to achieve desired results.

I was fortunate to be in Charlottesville earlier this week helping the departments see how their objectives, measures, and initiatives link to the eight focus areas in the "Vision 2025" for the city. Charlottesville is using ClearPoint Strategy as their reporting software. In ClearPoint, each department can see its individual goals, measures, and initiatives, and at the City level, the city manager and team can understand the alignment across the departments.

In a recent newsletter, the City described the benefits of using ClearPoint as follows. It will allow the City to do the following:

  • Prove service delivery impact to all stakeholders
  • Increase leadership and management effectiveness
  • Develop organizational capacity for growth and change
  • Align strategic and operational goals and projects...and

...allow leadership to make decisions, manage Council expectations, justify budgets, align resources with strategy and report results to citizens and other stakeholders.

This sounds like a strategy focused organization to me.
